No, this is not a fraud. Free trial merchants request card details when you sign up and their terms and conditions state if you do not unsubscribe by a certain time, they will debit your account. This will continue unless you unsubscribe.
Unfortunately not, this is a civil matter and you would have to dispute it with the person that made the purchases or advise the police.
